What Does NSW Law Actually Require?
Under the NSW Residential Tenancies Act 2010, tenants are required to return the property in the same condition it was in at the commencement of the tenancy, allowing for fair wear and tear.
This is an important distinction. Fair wear and tear means the gradual deterioration of the property through ordinary, everyday use — including some flattening of carpet pile in high-traffic areas over time. A landlord or property manager cannot deduct bond money for fair wear and tear.
However, stains, significant soiling, pet damage, or leaving the carpet in a substantially dirtier state than it was at the beginning of the tenancy is not fair wear and tear — and bond deductions for these are legitimate.
Is Professional Carpet Cleaning Mandatory?
This is a question we're asked constantly. The short answer: it depends on your lease and the condition report.
As of 2019, the NSW Residential Tenancies Regulation changed to clarify that landlords cannot require professional cleaning purely by inserting a clause in the lease unless the property was professionally cleaned immediately before you moved in. If your condition report notes clean carpets and the property was professionally cleaned prior to your tenancy, then you are expected to return the carpets in professionally cleaned condition.
In practice, the vast majority of Sydney rental properties are professionally cleaned between tenancies, which means the vast majority of tenants are expected to have carpets professionally cleaned on departure. If in doubt, check your condition report or contact Fair Trading NSW.
Even if you're not strictly required to, professional cleaning is almost always worth doing. A professional receipt protects you against any dispute, costs far less than a bond dispute, and takes the stress out of the final inspection.
What Does End of Lease Carpet Cleaning Actually Cover?

The honest answer is that professional steam cleaning removes the majority of common stains, but some older, set-in stains or chemically bonded stains (like certain food dyes or bleach marks) may not come out completely.

If you've had pets in the property, be upfront about it when booking. Pet damage falls into two categories: odour (which is often treatable) and physical damage such as scratching, chewing, or staining from repeated accidents in one spot (which may not be fully reversible).
We use enzyme-based treatments for pet odour as part of our end of lease service when pets have been present. Physical damage to carpet fibres is assessed honestly — if a section of carpet needs replacement, it's better to know that before inspection rather than after.
The cost of a professional clean is a fraction of a bond dispute. Even if some damage requires a contribution to repairs, arriving at your final inspection with a professional cleaning receipt demonstrates good faith and typically reduces the landlord's grounds for a larger claim.
How to Prepare Before We Arrive
To get the best result from your end of lease carpet clean, do the following before our arrival:
- Vacuum all carpeted areas — we remove embedded soil, but clearing surface dust and debris first maximises the effectiveness of our cleaning
- Remove all furniture from carpeted rooms if possible — we can clean around furniture, but results are better with clear access
- Note any stains of concern and point them out to us at the start of the job
- Ensure power and water are still connected — our equipment requires both
- Allow 2–4 hours drying time before the property inspection — carpets need to be fully dry to look their best

NSW Fair Trading and the NSW Civil and Administrative Tribunal (NCAT) generally look favourably on tenants who can demonstrate they took reasonable steps to return the property in good condition.
